Governments do not “accidentally” adopt the same language…posture…sequencing… and emotional pacing across agencies…media allies…and enforcement arms at the same time.

This is not the language of civil administration.
It is the language of military and intelligence influence doctrine.
Words matter because they reveal how decision-makers conceptualize the public.
And…this language reveals something critical:
The public is no longer treated as citizens to be persuaded…
but as terrain to be controlled.

This is the private-sector mirror.

Have worked on regime-stability projects overseas

Why the presence of officials who do not need to be there operationally?

If I had to add an organization that I would consider High-End Political Warfare Consultants, I would put the Heritage Foundation at the head of the list.
