While Putin's Missiles Fell, Washington Was Busy Cutting Checks to Someone Else
$52 million pulled from NATO allies on Russia's doorstep. The timing tells you everything.
The Jack Hopkins Now Newsletter #1,042: Friday, October 2nd, 2026.
Let me tell you how it happens.
Not with a speech, not with a vote, not with a headline you’d stop scrolling for. It happens with a notification letter.
On September 15, the State Department notified Congress that it would move $52 million in military financing away from Slovakia, North Macedonia, Tunisia and Iraq and send it to Panama, Peru, Ecuador and Colombia.
That’s it. A letter. A few lines. Done.
And if you’re a critic of this administration, and I am, that letter tells you everything about how it sees America’s commitments: as something it can quietly reshuffle whenever priorities change.
Who Lost the Money?
Look at the list again.
Slovakia and North Macedonia are NATO members. Slovakia shares a border with Ukraine. While Russia wages the largest land war in Europe since 1945, these are frontline allies in the alliance America built to keep exactly this kind of war from spreading.
So what did Washington just tell them?
That their security money is negotiable.
The official explanation is that the current distribution of financing “does not align with the administration’s prioritisation” of the Western Hemisphere.
Read that again. A NATO ally living next to a hot war doesn’t align with priorities.
And this isn’t an isolated move. It’s the latest in a series of steps…affecting U.S. military support for Europe…amid Trump’s criticism of NATO allies…over defense spending and other issues.
One notification is a policy choice. A string of them is a pattern.
“It’s Only $52 Million”
You’ll hear that defense immediately, and it’s technically true.
The transfer is relatively modest compared with overall U.S. military aid.
But…that’s exactly what makes it so revealing.
If the amount is small…the savings are small. So why do it?
Because…the money isn’t the message. The message is the point. Every ally watching, from Warsaw to Vilnius to Bratislava…just learned that American commitments can be quietly rewritten after a Secretary of State’s trip through South America.
That’s not strategy. That’s a signal. And Moscow…reads signals too.
Where Is the Money Going?
The State Department says the new funds will help “combat narcoterrorism in our backyard and help continue to secure the Panama Canal.”
The redirection followed Marco Rubio’s trip to Colombia, Ecuador and Peru, where he promoted coordinated security operations under the U.S.-led Shield of the Americas initiative.
And here’s the part that should make you sit up. According to the Latin Times, that coalition explicitly contemplates joint military operations conducted on partner-nation soil. Meanwhile, the commander of U.S. Southern Command has reportedly declined to rule out land strikes on cartels.
So…follow the money. It moved from shoring up democracies facing a hostile nuclear power to financing an expanding military campaign in Latin America…whose limits the public hasn’t been told.
That’s not a budget tweak. That’s a change in what America is willing to fight for.
Here’s What Disgusts Me
It isn’t the dollar figure. It’s the contempt.
The contempt for allies who stood with us…sent their own weapons to Ukraine…and took real risks when it mattered.
The contempt for the idea that America’s word should mean something beyond the next news cycle.
And the contempt for you…the voter….because this was never put in front of you. No debate…no campaign promise…no town hall. Just a letter to Congress…that most Americans will never read.
Democracies don’t usually die in one dramatic moment. They erode when promises become disposable…when alliances become transactions…and when the public stops noticing…because each individual betrayal…seems too small to fight over.
Fifty-two million dollars is small. The precedent…isn’t.
The Questions They Hope You Never Ask
10 straight answers about September, Ukraine, Putin, and the $52 million
1. “Come on. Isn’t this just a coincidence of timing?”
Let me walk you through one month. You decide.
Early September, Trump’s envoys sit down with Putin in Moscow.
Days later, by the Kremlin’s account, Trump tells Putin a quick end to the war could clear the way to fully restoring trade and economic ties.
September 15, the State Department pulls $52 million in military financing from Slovakia, North Macedonia, Tunisia and Iraq.
At the UN, Trump again leans on Zelenskyy to go to Moscow and meet Putin. Zelenskyy says no. People close to him say it upset him.
Then Trump says it out loud: he wants Zelenskyy to “settle with Putin.”
Coincidence? Maybe. But if your business partner did all that in one month…you’d call your lawyer.
2. “But $52 million is a rounding error. Why should I care?”
Because the money was never the point.
Ask yourself who lost it. Slovakia and North Macedonia, both NATO members. Slovakia shares a border with Ukraine.
Those are the countries standing between Putin’s war…and the rest of Europe.
And…Washington’s explanation? The old funding “does not align” with the administration’s priorities.
A frontline ally. During a war. Doesn’t align.
Small check. Big message.
3. “Fine. But America is still helping Ukraine, isn’t it?”
Here’s what they won’t put on the press release.
Direct U.S. military aid has been winding down. In its place is PURL…a setup where NATO allies buy American weapons for Ukraine themselves.
Read that again.
America went from arming a democracy under attack... to running the cash register and letting Europe pick up the tab.
That’s not leadership. That’s a storefront.
4. “Okay, but they spent the whole $400 million Congress approved. That counts, right?”
They spent it. One day before it expired.
Sen. Chris Coons confirmed the Pentagon committed 99.8% of the money…just before the deadline.
And here’s the kicker. The package reportedly includes no Patriot interceptors…the exact weapon Kyiv has been begging for before winter, when Russia hammers its power grid.
That’s like a fire department showing up with everything except water.
5. “Maybe there just aren’t enough Patriots to go around?”
Ask yourself why.
Patriot supplies have been stretched by demand from Ukraine and the U.S. war effort against Iran.
So there were Patriots for Washington’s war. Not enough…for Ukrainian families under Russian missiles.
That’s not a shortage. That’s a choice…about who matters.
6. “Is Trump really cozying up to Putin, or is that just partisan spin?”
Don’t take my word for it. Look at the scoreboard.
Five calls with Putin…this year alone.
An offer of fully restored economic ties if the war ends fast.
Trump telling reporters that Putin “is wanting to make a deal,” right as Putin’s missiles were killing Ukrainians again.
And after the September talks…Russia started hinting at business opportunities with the U.S….feeding European fears that Trump cares more about deals than a just peace.
Now…count how many times he’s pushed the victim…to travel to the invader’s capital.
Who exactly is getting squeezed here?
7. “What’s this ‘spheres of influence’ thing people keep talking about?”
It’s the strongman’s version of Monopoly.
The idea goes like this: America runs the Western Hemisphere…Russia runs eastern Europe…China runs East Asia…and nobody interferes with anybody.
Historian Anne Applebaum says that vision has influence with some people inside the Trump administration.
Now…look at September again. Money out of Europe. Money into Latin America. Pressure on Ukraine to settle.
If it walks like a carve-up and talks like a carve-up...
8. “Isn’t that just a conspiracy theory?”
I wish it were.
In 2019, Fiona Hill, a senior National Security Council official in Trump’s own first administration…testified to Congress that Russians pushing spheres of influence had offered to somehow “swap” Venezuela for Ukraine.
Under oath. To Congress. From Trump’s own team.
Seven years later…America is pouring money and muscle…into Latin America…while pressing Ukraine to make a deal.
You connect the dots.
9. “So what’s actually going on in Latin America?”
A military buildup you never voted for.
All four countries getting the money have signed on to Shield of the Americas…a framework that contemplates joint military operations on partner nations’ soil.
What started as a campaign against cartel boats has grown into a hemisphere-wide military expansion with drones, special-operations units, and the newly redirected money, with lethal strikes on land potentially next.
Eurasia Group ranked Trump’s “Donroe Doctrine” one of the top global risks of 2026: military pressure, economic coercion, selective alliances, and personal score-settling.
When was the last time a U.S. adventure like that in Latin America…ended well?
Take your time.
10. “Bottom line. What does all this really signal?”
That America’s word now has a price tag.
To Putin, it says: keep bombing, keep talking, and Washington will lean on Ukraine for you.
To Europe, it says: your security guarantee is negotiable.
To Latin America, it says: our friendship comes with boots attached.
And…to a Ukrainian family facing another winter of Russian missiles without the Patriots they asked for, it says the most powerful democracy on Earth has decided they’re on their own.
That’s the deal.
And…you’re paying for it.
What You Can Do
Call your representative and your senators. Ask one question: “Did you object to the September 15 military financing reprogramming, and if not, why not?” Congress was notified for a reason. Notification gives lawmakers the chance to push back.
Then tell three people what happened…because the strategy depends on nobody noticing.

I think I can safely say that if the three "spheres of influence" come to be, they'll start fighting among themselves for world domination. Greed cannot be satisfied.
And drumpf is only there for the money…he has no idea what is really happening. I think they keep him in the dark like a mushroom and only feed him what they want him to do and know. That’s why he he so off when he gets questions he can’t answer and lashes out.
