Trump Filed the Alibi Before the Crime
A former counterterrorism chief decodes the Election Day aid cut, and what it signals for Iran this week.
The Jack Hopkins Now Newsletter #1,075: Tuesday, November 3rd, 2026.
Today, on the morning of Election Day, Donald Trump went on Fox & Friends and said the United States is cutting off $4 billion a year in aid to Israel at the end of December. Reason given: “they don’t need it.”
Ten hours before the polls close. Think about that timing for a second.
Now, most people heard that and did one of two things. Half of them cheered. The other half said, “Yeah, right.”
Both groups are missing the point.
Joe Kent, who ran the National Counterterrorism Center until he walked out the door over this exact issue, posted a response within hours. It is the single most important thing written about this announcement today, and almost nobody outside the national security world is going to read it.
So I’m going to do what I do. I’m going to take what Kent said, strip the Beltway language off it…and hand it to you the way a guy would explain it over the hood of a truck.
Because here is the bottom line, and I want it up front where you can’t miss it:
This is not about money. This is about who gets blamed when the next bomb drops on Iran. And Kent is telling you the plan won’t work.
If you read my last two articles, you know I’ve been pointing at a four-day window, November 4 through 7, as the most likely moment Trump unleashes the strike packages the Pentagon already has sitting on the shelf. Today’s announcement doesn’t change that window.
It explains it.
What Kent Actually Said, Translated
Kent makes five moves in his post. Here’s each one in plain English.
Move 1: The aid cut is an alibi, not a policy.
Kent’s words: Trump is “attempting to set a narrative” that whatever Israel does to Iran “has nothing to do with the U.S.” He says it gives us a political “out” if Israel hits civilian infrastructure or, in his words, uses a nuclear weapon.
Man on the street: Your buddy tells the whole bar he’s done lending you his truck. Then your truck shows up at a crime scene.
He wants everyone to remember he said he was done with you. That’s the play. Announce the breakup loud enough that nobody connects the next hit to Washington.
Notice what Kent put on the table without blinking: a nuclear weapon on Iran. A man who sat in the top counterterrorism chair in this government thinks that scenario is live enough to write down. Sit with that.
Move 2: Iran isn’t buying it.
Kent’s words: Iran will “retaliate against us & our gulf partners” if Israel attacks again, just as they’ve hit us before when Israel started it.
Man on the street: You can tell the other guy’s family you didn’t throw the punch. They saw your car in the driveway.
Tehran has never once separated an Israeli strike from an American one. They won’t start now. The Gulf bases, the tankers, the troops Trump just added to the region: those are the targets, and the press release doesn’t shield any of them.
Move 3: A speech doesn’t restrain anybody.
Kent’s words: it will take “more than a public statement” to restrain Israel, and the statement itself shows the “still-heavy influence Netanyahu has.”
Man on the street: Trump said it himself this morning: “Bibi Netanyahu and I have made a deal.” Read that again. The guy supposedly getting cut off negotiated the cutoff. That’s not a leash. That’s a handshake.
Move 4: Watch the other hand.
This is the part that matters, and it’s the part the networks will skip.
Kent says Netanyahu’s people have known for a while that unconditional U.S. support is ending. So they’re running misdirection: let everyone argue about the $4 billion while a far more valuable “partnership” gets written into the NDAA, the annual defense bill.
A partnership that, per Kent, hands Israeli defense and intelligence agencies “unfettered access” to American defense and intelligence research and development.
Man on the street: Your neighbor stops asking to borrow your mower. Everyone claps. Meanwhile he’s quietly getting a key to your garage. The mower was never the thing. The garage is the thing.
$4 billion is a check. Access to American R&D is the blueprint for every weapon we’ll build for the next twenty years.
Move 5: Here’s the test.
Kent’s words: if Trump is serious, he must demand Congress strip every program in the NDAA that gives Israel that access.
Man on the street: Don’t tell me you quit. Show me the garage key is back on your ring. Until then, it’s talk.
Why This Lands the Day Before the Window Opens
Go back to what I laid out last week. Here’s the state of play, and none of it has changed since this morning.
The Pentagon has strike packages against Iran drawn up and approved-in-waiting, up to and including the MOAB.
Trump publicly promised no attack before the midterms, and the hawks in his own circle said the quiet part out loud: “after the midterms.”
Allies in the Gulf were warned to prepare for strikes and retaliation after the election. Ten thousand additional troops went to the region. Israel was told to hold.
I said the decision window opens November 4 and the risk peaks through the 7th. I still say that.
Now drop today’s announcement into that picture and ask the only question that matters: why today?
Trump told Fox the reason was political. Democrats like Abdul El-Sayed in Michigan were beating Republicans over the head with aid to Israel, and he wanted the talking point gone. Fine. That’s the retail reason, and it’s probably true as far as it goes.
But…Kent is pointing at the wholesale reason. If Israel moves on Iran this week…with or without us…Trump needs to be on the record…before it happens…saying the American spigot is closed. The announcement is pre-positioned deniability. It’s the alibi filed before the crime.
And…here is where Kent and my own read line up exactly: it won’t work.
The scenario I flagged…as the one that voids every pledge…was an Iranian first move. Tehran is jumpy, convinced the strike is coming, and both Israeli and American officials have said so.
Kent is telling you that the aid announcement…makes an Iranian first move more likely…not less…because Iran reads a U.S.-Israel decoupling as a tell that the Israelis are about to go off the leash. From where they sit, that’s a reason to hit first, and to hit us.
So the chain runs like this. Trump gives Israel a public divorce. Israel keeps the garage key through the NDAA. Iran sees the divorce as a setup and either strikes first or absorbs an Israeli hit…and retaliates against American assets in the Gulf.
And Trump, who already has the plans on the desk…now has the justification he was waiting for.
Every link in that chain was forged before a single vote was counted today.
What to Watch, and What It Costs You
Three things. Write them down.
One.
The NDAA text. Kent gave you the tell: look for “partnership” language on defense and intelligence R&D with Israel. If it survives conference, the aid cut was theater. If it gets stripped, I’ll be the first to say Trump meant it.
Two.
The Gulf. Not Tehran, not Jerusalem. Watch Qatar, Bahrain, the UAE, the tankers in the Strait. That’s where Iran answers, and that’s where young American men and women are standing.
Three.
The calendar. November 4 through 7. The polls close tonight. Every constraint Trump put on himself…expires with them.
Now, pay close attention.
You are being handed a story about $4 billion…so you’ll argue about $4 billion. The people who built the story know you’ll argue about it. They’re counting on it.
While you do, the real transaction closes in a bill nobody reads, and the war everybody’s been promising for “after the election” shows up right on schedule with a fresh excuse attached.
Kent’s last line was “Protect American interests, put Americans first.” He wrote it as a demand. Read it…as a warning.
Because the Americans most exposed this week aren’t in Washington. They’re on a carrier deck in the Gulf, and the press release that was supposed to protect them is the same one that…just painted the target.

Back soon.

P.S. Trump said this morning that if Israel ever needed the money again, he’d turn it right back on. So let’s be clear about what was announced: not an end to aid..a pause with a standing offer to resume.
The day Iran retaliates and Israel says it “needs” help, that $4 billion comes back, and it comes back with a war attached. Which means the cut costs Netanyahu nothing, and the NDAA access Kent is warning about is pure profit on top. Remember that when the “Trump finally stood up to Israel” headlines roll in tonight.

Bullshit. I don't believe he's cutting aid to Israel. The Evangelicals would go ballistic if he did that.
Jack,
When I saw that “headline” that Trump was cutting aid to Israel I knew it was timed for the election news cycle…also that it was said with fingers crossed behind his back! Trump’s evangelical base, his “Secretary of War” are all in for this funding…and I suspect Hegseth is simply salivating about another military incursion into Iran, secretly hoping he will be able to use nukes…seriously doubts about this end to funding Israel will ever happen!
Have been telling my brother that I suspected an attack on Iran was imminent, last night’s bombing of the island in the Strait of Hormuz confirmed for me what is coming very soon!!
Thanks for this post and the comments from Kent…most enlightening!
Fingers crossed…and holding on tightly!
