I totally appreciate the reporting of the Minneapolis Police Chief's stand. I would like to see the police go one step further. If they witness an ICE agent performing an illegal act, they need to arrest the ICE agent, book him, mug shot him then release him on his own recognizance. If what I think about many ICE agents is true, the masked agents are part of Donald Trump's unregulated militia organization he pardoned early this year.
One idea would be to arrest any ICE agent who attempts to arrest any citizen without a warrant. Then force the government to follow due process, i.e. the law, rather than bypass it. Todd Lyons will pitch a fit as will Kristi Noem, but that will put the actions of ICE into the courts. If the courts uphold the law, then good. If they do not more aggressive action will be needed and we really don't want to go there.
An alternative action could be to file a lawsuit in Federal Court that asks that all ICE activities cease until the rules of engagement for their agents are made public. The longer we let ICE get away with violating due process, the harder it will be to hold them accountable.

When federal agents, ANY agents...operate behind masks...outside clear authority...and outside due process...the public should be alarmed. Sunshine isn’t optional in a democracy...it’s f*#$ing mandatory.
But...here’s the tightrope: Local police...can’t simply arrest federal officers for doing their jobs. That’s a jurisdictional knife fight...that local departments won’t win...and the White House would love nothing more...than to turn that into a made-for-TV confrontation...to justify even more aggressive tactics.
What CAN happen...and what absolutely NEEDS to happen... is this:
Local police chiefs...mayors...and state attorneys general...draw a HARD legal perimeter around their communities...and enforce the one thing ICE has been stomping through like a drunk rhinoceros: procedure.
If ICE shows up without:
a warrant...
proper documentation...
clear statutory authority...
or visible identification…
...local law enforcement can intervene through the courts...obstruction filings...injunctions... and immediate demands for judicial review. (two attorneys I asked possible approaches to take...BOTH agreed this strategy- that was proposed by one of the two- would not only be plausible...but...effective.)
That’s how you choke off unlawful enforcement...without walking into a federal-vs-local flashbang trap.
Your lawsuit idea is sharp as hell, by the way. Forcing ICE...to publicly disclose its rules of engagement...would drag their shadow-ops shit show into daylight.
Even filing the suit...even if DOJ fights it...creates a paper trail...a discovery process...and a spotlight they absolutely do NOT want.

You know, many municipalities have citizen oversight commissions that oversee police abuse allegations. Those that exist need to be re-tooled into partnerships with the very police departments they oversee and direct their efforts toward enlisting local police to monitor federal abuse. It gets buy-in from the public’s representatives, it smooths the distrust between such commissions and the departments they oversee and creates a unity of interest under the 10th Amendment to the constitution.
Frank...this is exactly the kind of structural thinking we need. Oversight can’t just be a complaint box on the wall...it has to be a working partnership...with the very departments it monitors.
When citizen commissions...and police leadership...stand shoulder-to-shoulder against federal abuse...you get something Washington fears: coordinated local power...backed by the 10th Amendment.
That’s how you rebuild trust...inside a city...and create a unified front strong enough... to push back on federal overreach.
