It is called a proof of concept.
Somebody…person, group, network, or foreign actor…demonstrated on Wednesday …that the Pope’s American family can be reached.
That their addresses are known. That their neighborhoods can be disrupted. That the machinery of the American legal response system can be activated against them at will, by anyone with a phone.
Proof of concept has been established.
That is a signal. That is NEW information in the threat environment.
