America Is Quietly Dismantling the System Designed to Stop the Next Pandemic
The Jack Hopkins Now Newsletter #907: Monday, May 25th, 2026
There’s a dangerous illusion spreading across America right now.
Most people believe pandemics begin in some distant jungle…
or a crowded foreign market…
or a laboratory leak…
or a sick traveler stepping off a plane.
But…that’s not where national disasters actually begin.
They begin when the alarm system fails.
And what almost nobody realizes…
is that America may be dismantling its own biological early-warning system in real time.
Quietly.
Systematically.
And…with almost no public understanding…of what’s actually happening.
Because this story isn’t dramatic enough for cable news.
There are no tanks rolling down Pennsylvania Avenue.
No mushroom clouds.
No “breaking news” graphics screaming across your television.
Instead…
it looks like budget cuts.
Vacancies.
Resignations.
Political loyalty tests.
Administrative chaos.
Meetings that never happen.
Experts pushed aside.
Departments hollowed out from within.
And that’s exactly why this is so dangerous.
Because the deadliest national security threats…rarely arrive looking dramatic at first.
They arrive looking boring.
Disorganized.
Technical.
Easy to ignore.
Until suddenly…they’re everywhere.
And by then?
It’s too late.
The System Most Americans Don’t Even Know Exists
Most Americans assume the CDC is just some giant government office that releases health advice nobody reads.
That’s not what it really is.
The CDC, FDA, NIH, USAID health divisions…infectious disease surveillance networks…WHO coordination teams…laboratory partnerships…emergency response systems…and global outbreak monitoring programs together form something much larger:
A planetary biological radar system.
That’s what we built after decades of hard lessons.
Especially after COVID.
Especially after SARS.
Especially after Ebola.
The purpose of this system is brutally simple:
Spot dangerous outbreaks early enough to stop them before they spread.
That’s it.
That’s the game.
Find the fire…while it’s still smoke.
Because once a biological threat escapes containment…
modern civilization becomes terrifyingly vulnerable.
Planes spread it.
Supply chains spread it.
Crowded cities spread it.
Hospitals amplify it.
Politics distorts it.
Social media weaponizes it.
And panic finishes the job.
That’s why public health infrastructure isn’t just “health policy.”
It’s national defense.
In many ways, it’s more important than missiles.
Because a virus doesn’t care how many fighter jets America owns.
What’s Happening Right Now Should Terrify You
Look carefully at the pattern emerging.
Not one isolated event.
A pattern.
A slow institutional weakening across multiple layers simultaneously.
CDC staffing instability.
FDA turmoil.
Scientists and infectious disease experts sidelined or pushed out.
Political interference replacing expertise.
Global coordination systems weakened.
WHO cooperation under attack.
USAID collapse damaging outbreak detection abroad.
Surveillance networks disrupted.
Public trust shattered.
And the most dangerous part?
The erosion is happening during a period of increasing biological risk globally.
Not decreasing.
That’s the part that should keep people awake at night.
Because biology is becoming more dangerous… precisely as America’s defenses become more fragile.
More zoonotic spillovers.
More climate-driven disease spread.
More antibiotic resistance.
More global instability.
More synthetic biology capability.
More opportunities for accidental or deliberate outbreaks.
At the exact same moment we’re hollowing out the institutions designed to detect them early.
That’s not strategy.
That’s gambling with civilization.
USAID Was Never Just “Foreign Aid”
One of the biggest lies in American politics is the idea that overseas disease monitoring somehow has nothing to do with us.
That’s fantasy.
Deadly fantasy.
Disease surveillance abroad is homeland security.
When health systems collapse overseas…
America becomes less safe.
Not more.
Because outbreaks don’t respect borders.
If a dangerous pathogen emerges in another country, you want American scientists, analysts, epidemiologists, and response teams involved immediately.
You want data flowing.
You want coordination.
You want relationships already built before panic begins.
You want trust.
You want eyes on the ground.
Instead, parts of America’s global health infrastructure are being gutted under the banner of politics and ideology.
And most Americans have absolutely no idea what’s being lost.
Not just personnel.
Not just funding.
Institutional memory.
Relationships.
Communication chains.
Response speed.
Warning systems.
You can’t rebuild those overnight once they disappear.
And pathogens…do not wait patiently while bureaucracies reorganize themselves.
The Most Dangerous Word in Any Crisis: Delay
Pandemic defense is fundamentally about time.
Hours matter.
Days matter.
Weeks can determine whether millions live or die.
Every delay multiplies consequences.
Every confused chain of command increases risk.
Every vacant position matters.
Every missing expert matters.
Every disrupted coordination channel matters.
And once you understand that…
you begin to see the real danger of institutional erosion.
Not because one single decision destroys the system instantly.
But because friction accumulates.
Until eventually the system becomes slower…
dumber…
more political…
more fragmented…
less trusted…
and catastrophically weaker at exactly the wrong moment.
Think about how COVID actually unfolded.
The confusion.
The contradictory messaging.
The delays.
The politicization.
The shortages.
The public distrust.
Now…imagine a future outbreak…with an even weaker institutional framework than existed back then.
That’s the direction we may be heading.
And almost nobody is treating it like the national emergency it actually is.
America Is Repeating a Very Old Historical Mistake
History is filled with civilizations that dismantled critical systems because the threat didn’t feel immediate enough.
Until suddenly it did.
Nations routinely underinvest in prevention…because prevention…is invisible when it works.
Nobody throws parades for the catastrophe that never happened.
Nobody celebrates the outbreak successfully contained overseas.
Nobody notices the pathogen identified early enough to stop.
Success looks like “nothing happened.”
And politically?
That creates enormous temptation to slash, weaken, politicize, or ignore these systems.
Especially when public attention moves elsewhere.
But the laws of biology do not care about election cycles.
Viruses do not pause for ideological debates.
Bacteria do not respond to political spin.
Nature keeps moving…whether governments are competent or not.
And nature is ruthless with societies that grow arrogant.
This Isn’t Really About Public Health
That’s the deeper truth most people still haven’t grasped.
This story is actually about state capacity.
Whether America can still maintain highly functional institutions.
Whether expertise still matters.
Whether competence can survive political warfare.
Whether reality itself still has authority inside government systems.
Because once a society starts replacing expertise with loyalty…
systems begin failing everywhere.
Not all at once.
Gradually.
Air safety.
Emergency management.
Scientific research.
Disaster response.
Infrastructure.
Military planning.
Public health.
The corrosion spreads.
And…eventually the nation discovers…too late…that complex systems cannot function on ideology alone.
They require competence.
Experience.
Trust.
Coordination.
Institutional continuity.
Things that are incredibly hard to build…
and frighteningly easy to destroy.
The Next Pandemic May Already Be Out There
That’s the part people hate thinking about.
Somewhere right now…
there is probably another dangerous pathogen emerging.
Maybe in animals.
Maybe in a hospital.
Maybe in wastewater.
Maybe in a remote village.
Maybe inside an overcrowded refugee camp.
Maybe inside a laboratory.
Maybe inside a collapsing health system.
We don’t know.
And that uncertainty is exactly why early-warning systems matter so much.
Because when detection systems weaken…
you don’t merely lose information.
You lose time.
And in a biological crisis…time is civilization.
The terrifying reality…is that America spent decades building one of the most sophisticated disease detection and response systems on Earth…
…only to begin weakening parts of it…during one of the most biologically unstable periods in modern history.
That should be front-page news every day.
Instead?
Most Americans barely know it’s happening.
And that may be the most dangerous part of all.

Jack…you’ve hit the nail squarely on the head! We’re now in grave danger and face an even worse situation than we faced with Covid. When Covid arrived we thankfully had Dr. Fauci heading up the fight, despite Trump’s truly idiotic ideas, intelligence prevailed, and for the most part things finally began to function as they should, although too many people died due to the delay in warning and preparing the country. I watched the reports coming out of China in the autumn of 2019 with growing alarm, and began preparing in late January for what I believed to be the inevitable arrival of COVID in this country…we were ready when lockdown came in late March. At the helm of the multiple departments set up to protect the nation’s health now sits a man totally unqualified, not only by lack of education in this field, but also because of the quackery he does believe in, despite lacking any basis in hard science!
In a world where we are so closely linked, the destruction of the CDC, NIH, USAID seems to me to be beyond insane, and only another means in which to destroy this country…and unfortunately that seems to be the ultimate goal of that Trump is hell bent on carrying out. Thankfully California, Oregon, Washington and Hawaii have banned together to fund their own “CDC” and even hiring some of the scientists who lost their jobs, or resigned when the funding cuts were made, which gives me some sense of comfort, but it isn’t enough! We live in a world rapidly changing and more interconnected than ever in history! With the permafrost melting who knows what viruses, bacteria may lurk that have been frozen eons and things to which our species has no immunity. Now is not the time for less funding, but more…now is not the time for turning away, turning inward and not staying engaged and aware, but for an increased vigilance and involvement! As always, thanks for “listening!” #HoldFast…or at least trying to!
You Jack are absolutely right about this and your analysis. It’s apparent the Admin doesn’t care, it seems part of their agenda including P 2025. What we can do is let those who will listen that can do something about it through Governors/Congress/the courts possibly. Just a thought! Thank you Jack especially working so tirelessly for all of us and for your service in the Navy, grateful as always.
